Sir Celso Lacuna, KGOR, graduated in 1958 from the University of Manila
with the degree of Bachelor of Science in Foreign Service (BSFS).
He joined the Department of Foreign Affairs in 1962. He was assigned
to the Philippine Mission to the United Nations and Other International
Organizations in Geneva, Switzerland, from 1963 to 1966. In
November 1966, he was transferred to the Philippine Embassy in Bonn,
Germany. Sir Celso retired in 1997, after 35 years of continuous public
service. During his stint in Bonn, he made researches on Rizal’s
stay in Germany and had retraced the footsteps of Rizal not only
in Germany, but also in Austria, Belgium. France, Switzerland, and
in the United Kingdom. In 1995, he was awarded by the Order
of the Knights of Rizal the Distinguished Service Medal of Rizal
for his ‘’meritorious and extensive research on Rizal’s stay in Germany
and the memorable voyages of Rizal on the Rhine River’’ and for his ‘’tireless
efforts in promoting friendship and understanding among the German and
Filipino people in the manner of a true Rizalist’’. Sir Celso is a member
of the Order of the Knights of Rizal, with the rank of Knight Commander.
Moreover, Sir
Celso is also a recipient of several major awards from the Order of the
Knights of Rizal for his outstanding achievements/accomplishments, namely:
Millennium Medal of
Merit, Medal of Recognition, Philippine Centennial Medal, Rizal Prize
(Medal), among others.
Sir Celso is
married to Lady Helen Lacuna, a member of the Kababaihang Rizalistas.
They have two children, Annabelle and Christine Lacuna-Holland, and two
grandchildren, Max David (3) and Tara Carolin Holland (2).
